Utah’s top Republican legislative leaders have unveiled their picks for appointed leadership positions and committee assignments for the Utah Legislature’s 2025 general session scheduled to start on Jan. 21.
House Speaker Mike Schultz, R-Hooper, and Senate President Stuart Adams, R-Layton, issued announcements on Friday listing who will serve in powerful roles leading the Executive Appropriations Committee (the Legislature’s lead budgetary body). They also announced other important positions like who will lead the House and Senate rules committees (which decide what bills get prioritized for consideration in committees and on House and Senate floors).
In the House, Rep. Val Peterson, R-Orem, will again serve as House chair of the Executive Appropriations Committee. Sen. Jerry Stevenson, R-Layton, will also continue serving as Senate chair of that committee. Rep. Walt Brooks, R-St. George, and Sen. Scott Sandall, R-Tremonton, will serve as House and Senate vice chairs of the budgetary body.
For the House Rules Committee, Schultz picked Rep. Jordan Teuscher, R-South Jordan, to serve as chair and Rep. Karen Peterson, R-Clinton, for vice chair. In the Senate, Adams chose Sen. Lincoln Fillmore, R-South Jordan, for Senate Rules Committee Chair and Sen. Keith Grover, R-Provo, for vice chair. They’ll help decide what bills are given committee hearings and what bills will be prioritized for consideration in House and Senate chambers as they progress through the legislative process.

The House speaker and Senate president also issued committee assignments, deciding who will lead all of the legislative committees during the 2025 session. The chairs and vice chairs set committee agendas and preside over the committees’ meetings.
Earlier this month, House and Senate Republicans — who hold supermajority control in the Utah Legislature — announced who their caucuses elected to fill higher-ranking leadership positions including majority leaders and whips.
